Dr. Jennifer Phillips is a highly accomplished educator and researcher specializing in English learner education. With over 25 years of experience in the field, Dr. Phillips has served ELs as a classroom teacher, Bilingual/ESL Specialist, Secondary EL Director, and Regional Multilingual Program Consultant. She holds a B.A. in English from Salisbury University, an M.Ed. in Curriculum and Instruction from UT Arlington, and a doctorate in Educational Leadership from Tarleton State University. Dr. Phillips' research interests revolve around English learner policy, long-term English learners, and dually-identified English learners. As an independent consultant and researcher, she offers comprehensive support and expertise to schools and districts seeking to enhance their English learner programs. Driven by a passion for creating inclusive and effective learning environments, Dr. Phillips is committed to informing policy and practice to better serve English learners.
